England designated all-white as their uniform colour for the World Cup 1970 final tournament.  They wore this special light-weight summer shirt four times, in the two South American World Cup warm-up matches against Colombia and Ecuador on 20 and 24 May 1970, and in the first two World Cup group matches against Romania and Brazil at Estadio Jalisco in Guadalajara, Mexico on 2 and 7 June, 1970.   Against Colombia they wore navy blue shorts with the white shirt and socks, but donned all-white strip for the other three matches. The 1970 lightweight shirt apparently made a couple of reappearances three and four years later.  A game in Moscow, and also Belgrade, seems to be the only other occasions in this period where England wore short sleeves and it looks identical to the kit worn in the 1970 World Cup finals.
