England: the road to Switzerland 19

Background 27 UEFA national teams entered qualification, and eleven teams will qualify for the 1954 World Cup.  FIFA offered two places at the World Cup Finals to the winners and runners up of the 1953-54 British Home Championship.

"The four British home countries-England, Scotland, Northern Ireland and Wales-are grouped together for the elimination series of Soccer's 1954 World Cup. Next season's international champiuonship, at present held jointly by Wales and England, will probably be used for the play-off games. Two of the four will qualify for the final rounds of the competition, to be played in Switzerland." -
