The first half of the decade had seen a lull in England match coverage. After the euphoria of Italia '90, the disappointments of Euro '92, the failure to qualify for the 1994 World Cup and two seasons of friendlies that could only be seen live on Sky Sports by a minority, the profile of the national team had reduced greatly.

That was all to change once more, however, with England hosting the European Championship in 1996. Sky Sports now had to step back in, what was to become, a familiar routine, for however much they dominated the coverage of England qualifiers and friendlies during the season, they could not break the stranglehold that the two free-to-air broadcasters had on the major tournaments (and still can't). Martin Tyler did not take a break, though. His voice could still be heard on various foreign channels around the world, continuing his impressive run of England games.

ITV had waited patiently since 1993 to broadcast an England game again, and they had the honour of the first game of the tournament, plus the opening ceremony. They even alternated coverage with the BBC, up until the semi-finals. Brian Moore led the ITV coverage, with Kevin Keegan, the future England manager, by his side, and Bob Wilson, poached from the BBC, in the studio. John Motson and Barry Davies had been alternating BBC highlights commentaries during the season. Davies was given four of England's matches at the finals. Only two were live, but they were the last two, including the classic semi-final against Germany. Motson only covered the Scotland game which was also a classic, but he was given the final, his fifth in a row. Des Lynam manned the studio with effortless ease and Jimmy Hill, in a St George cross bow-tie for the semi-final, emphasised the feel-good factor that the England team had created in a memorable tournament. Eurosport also joined the party, with the familiar voice of Archie Macpherson, previously of BBC Scotland, adding to the event.

He seems to me a fairly nerveless fellow whenever I've, er, been with him, but this is a supreme test of anybody's nerve, against that big, six-foot-four, Edwin van der Sar in the Dutch goal. Shearer now, it's one-nil, England! A perfect penalty, three games, three goals, Alan Shearer!

So, Gascoigne with the corner for England. Adams, again, has come up to the near post. McManaman on the goal-line, right beside the Dutch goalkeeper. Sheringham! It's two-nil! What a super header! What a big smile, and what a terrific comeback for a man who really hasn't shown his best form, and what relief for the manager, and what delight for the fans! England, now, with breathing space, two-nil lead.

Here's Adams, now Gascoigne, maybe he'll have his influence on this game tonight. Here he is, finds McManaman. Gascoigne, Sheringham again, and Shearer, and it's three-nil! This is a fantastic England performance now, and remember, this is against a side that came here as favourites to win the whole thing!

Only a select few had been privileged to commentate on England's matches during the nineties, but a few new names were about to make their mark. Clive Tyldesley, 41 years old, had been with the BBC for four years, and was given three England games at the end of the season, alongside Trevor Brooking, but he was to leave the corporation after the tournament to rejoin ITV. A year later, the vacancy was filled by Jon Champion, who on the day after his 32nd birthday, commentated on highlights of England's friendly against South Africa, at Old Trafford, for the BBC.

Normal service was resumed, after the tournament, with Sky Sports (and Martin Tyler) picking up the baton again. Trevor Francis had been his regular co-commentator for England games before the tournament, but Andy Gray was brought back into the commentary box for some of the games, following a period of studio analysis for Sky, including his own show, Andy Gray's Boot Room.

The 1996-97 season saw Sky Sports launch a third channel, as they secured the rights to live coverage of the Nationwide Football League and the Coca-Cola (Football League) Cup. ITV could still show highlights and some live games, but it was a diminished service. They were about to win over the Football Association again, though, thanks to rising costs forcing the BBC to prioritise the renewal of their Premier League Match of the Day highlights over England matches and the FA Cup. So, although John Motson commentated on his 18th live FA Cup Final for the BBC (23rd if you count final replays), it would bring to an end the corporation's historic 45-year run of continuous finals (including the epic six-hour Cup Final Grandstands of the seventies) on the BBC. They would, however, still provide Saturday-night highlights on Match of the Day (including for the final).

Another decision made inevitable by the new TV deals was the end of the BBC's midweek Sportsnight show which had been running for over thirty years, primarily to provide highlights of the evening's international matches and cup replays, neither of which was going to be available for the next three seasons.

There was also a new kid on the block in 1997. Channel 5 was launched at Easter, initially to only 70% of UK households, though it was also available on satellite television. Football was an obvious target to attract viewers to the new channel, and they acquired live rights to a World Cup qualifier in Poland, introducing television viewers to the excitable commentary style of 37-year-old Jonathan Pearce, another new voice for terrestrial England coverage, though listeners to Capital Gold in London would have been familiar with his radio commentaries of England games throughout the decade. For those unable to see the game on Channel 5, the BBC picked up the highlights, as they would on three more occasions over the next couple of years.

ITV took up their new role early, by securing highlights of Le Tournoi, a prestigious end-of-season tournament in France that gave England a rare trophy, a year ahead of the World Cup. Clive Tyldesley did his first England commentary for ITV, for the final game, against Brazil, and it was to be the first of many, for Brian Moore was to retire at the end of the following season, after thirty years as ITV's main commentator.

First of all, however, there was a World Cup qualifying campaign to bring to a close. Curiously, England matches were moved to Sky Sports 2 which was now broadcast seven days a week. The FA Carling Premiership was to be presented almost exclusively on Sky Sports 1, whilst the Nationwide Football League (plus England matches) would be on Sky Sports 2. Viewers could subscribe to either, or both, the theory being that those who felt that it was too expensive for both, were more likely to choose the cheaper option of just one of the channels, according to which team they supported.

Sky Sports were still using Andy Gray and Trevor Francis as co-commentators with Martin Tyler, whilst ITV were utilising Kevin Keegan and Ron Atkinson, alongside Brian Moore. Though Sky broadcast the dramatic goalless draw in Rome that secured England's passage to the World Cup finals in France, ITV were able to show the whole game just after its conclusion. So, their viewers could watch it, as live, assuming that they could avoid the score (which was a little easier then than it would be today, with smartphone notifications).

The 1998 World Cup was to be the last engagement for Brian Moore. In the previous month, he had commentated on his 21st FA Cup Final (24th including replays) and he had been the voice of ITV football for thirty years, both in the commentary box and in the studio, with his chairing of the pioneering World Cup panel of 1970 an outstanding achievement. His last England match was, fittingly, the epic draw with Argentina, watched by an ITV record audience for any programme of 23.8 million, though it ended in an unfortunately awkward exchange with Keegan as England bowed out of the tournament on penalties (see below). The final was his fourth for ITV, though he had also commentated on the 1966 final for BBC radio. Following the tournament he returned to radio, appearing as both guest and host, and presented Brian Moore Interviews on Sky Sports, reviving the essence of his old ITV Brian Moore meets... programmes, but purely with ex-footballers, instead of the big sports stars. Just three years after he finished commentating, Moore died in 2001, aged 69, on the day that England beat Germany 5-1 in Munich.

John Motson and Barry Davies took a match each as BBC commentators in France, whilst Guy Mowbray, one for the future, was heard voicing England's matches on Eurosport. Following Davies's one-off promotion in 1994, Motson was back to cover his fourth World Cup Final for the BBC and his number-one status was secured. The tournament also marked the end of Jimmy Hill's 25-year career at the BBC. The seventy-year-old had done it all in television, after a chequered career in football as player, manager, chairman and catalyst for changes, such as abolishing the maximum wage and replacing goal average with goal difference. Alongside Brian Moore, he had transformed ITV's coverage of the game with The Big Match at London Weekend, before switching to the BBC to get a nationwide audience, as he presented Match of the Day for 15 years, whilst also providing match analysis. He ended as a studio pundit, but increasingly marginalised, alongside the younger presenters and pundits. After the World Cup, he moved to Sky Sports to present The Last Word and Jimmy Hill's Sunday Supplement.

The 1998-99 season emphasised how much the other channels now valued football. Sky Sports had also acquired live coverage of all of Scotland's home games, as well as England's, but Channel 5 scooped up all five of their away games in their European Championship qualifying group and gave them a much larger terrestrial audience than if they had been on Sky Sports. Channel 5 also secured three of England's away qualifiers, even getting both Bulgaria and the Czech Republic to alter their kick-off times by five minutes to fit better into their schedule. In effect, they were doing to Sky Sports and ITV, what ITV had done to Sky and the BBC earlier in the decade, and disrupted what had previously been exclusive continuous coverage. Channel 4 also got into the act by screening Italy in live action, expanding on their coverage of Serie A since 1992. Sky Sports and Eurosport, meanwhile, expanded their coverage of England's various youth teams, Eurosport mainly as part of their broadcasts of UEFA and Toulon tournaments.

With Brian Moore's retirement came another vacancy at ITV, and 31-year-old Peter Drury became yet another to make his England match debut as a commentator on network television, but second choice behind Tyldesley.

The beginning of the next season brought a dramatic change when Des Lynam, frustrated by the late scheduling of Match of the Day on BBC One and the lack of live matches, joined ITV, who were able to provide him with live Champions League and FA Cup football. Sky Sports' recent deals had given them coverage of all of the major competitions, however, and their subscriber base was growing. They had introduced a new state-of-the-art interactive channel with alternative camera angles and highlights on demand. Unlike the previous deal, Sky now had first pick of the live FA Cup ties in every round, though the competition was becoming secondary to the Premiership. They were sharing Champions League coverage with ITV, but viewers were less interested in England highlights because more were watching their games live. This meant that the highlights were shunted to late-night slots on ITV, invariably after 11pm. It was a move that Lynam later regretted, whilst Gary Lineker moved into his seat at Match of the Day and made it his own for the next two decades.

ITV did, at least, have live coverage of England's stuttering climax to qualification for the 2000 European Championship under Kevin Keegan. This was part of the deal that a deciding qualifier had to be broadcast live on free-to-air television, so Sky Sports had to share the second leg against Scotland, though many wished that they hadn't had the opportunity to see it. Just as ITV had done, two years earlier, in Rome, BBC One broadcast full delayed coverage of the first leg, shortly after Sky Sports 2 had shown it live on a Saturday afternoon in November. This was purely because BBC Scotland (and not ITV) had the rights to show their games after the live Sky Sports broadcast.

As was probably forecast, Euro 2000 was a mitigating disaster for England. There was a morale-boosting first tournament victory against Germany since 1966, but it was sandwiched by a couple of England collapses from winning leads that left many believing that Keegan was not the right man for this job. His job in the commentary box was taken up by Ron Atkinson, with Clive Tyldesley leading ITV into a major tournament for the first time. As if they knew beforehand that England would only play three games, both BBC One and ITV agreed to both of them showing the Germany game live. For the last time at a major tournament, Barry Davies and John Motson shared England commentary duties, with Mark Lawrenson appearing alongside Davies for their final game, against Romania, ending Trevor Brooking's run of 14 tournament co-commentaries on live England games stretching back to 1990.

The new millennium had arrived and the airwaves had turned into a battleground for football rights, with ever increasing prices for the elite competitions, and more and more channels entering the market to fight for games that hadn't previously been available to TV viewers. Sky Sports had become all-conquering in less than a decade, except for the fact that the major tournaments would forever remain the preserve of the two major network free-to-air channels, who grimly held on to fight back against the odds.

Eurosport and British Eurosport each broadcast live the goalless qualifier between world champions, France, and Ukraine in the evening and followed it with more qualifier highlights.

Sky Sports 2 had a re-run of the previous night's goalless Copa del Rey semi-final first leg between Atlético Madrid and Deportivo de la Coruña in the afternoon. Notes British Eurosport's schedules were taken over by the tournament, with no less than 14 Euro 2000-themed programmes during the day, including repeats of the three games played on the previous day (Italy v. Turkey, Denmark v. France and Czech Republic v. Netherlands). Sky Sports 1 twice broadcast re-runs of the previous day's final match, that they had shown live, in the Nike US Cup with the Republic of Ireland beating South Africa at East Rutherford to finish runners-up to the hosts. BBC One had an earlier Euro 2000 Match of the Day Live to show the opening match in England's group, between Germany and Romania, highlights of which were included in ITV's coverage of the England match, the later Match of the Day at Euro 2000, and on British Eurosport. It was also shown again in full on Euro 2000 Replay. Channel 5 ended a long day at 4:30am with highlights from the previous month's Amstel (Dutch) Cup Final, when Roda JC Kerkrade beat NEC Nijmegen in Rotterdam.

Alan Shearer had given England the lead in the 53rd minute, but with 14 minutes left, Scotland were pressing for an equaliser...

BILLY McNEILL: I think there’s a suggestion and a feeling that, er, England look that bit more tired than Scotland. We saw them collapse that little bit against the Swiss and, really, Scotland look the sharper side.

Can they make that pay? McAllister, the run is made on the far side by McCall, he just was not picked up. That’s Durie, penalty kick! Tony Adams, the tackle! Great play by Stuart McCall and Gordon Durie and now, the responsibility rests with Gary McAllister.

BILLY McNEILL: Tremendous ball, initially and Stuart McCall does so well, as, so does Gordon Durie, goes across the front of the defender, clearly brought down, there’s no doubt whatsoever, that’s a penalty kick.

No arguing about that. Now, can McAllister equalise?

Seaman's save kept England ahead, and now Gascoigne has increased it to two-nil, and England are marching towards the quarter-finals.

 

Live television viewers didn't actually see the water being squirted from the bottle into Gazza's mouth by first, Alan Shearer, and then, Teddy Sheringham, because the television director cut away to shots of the celebrating crowd. The picture quickly returned to find Gascoigne being obscured by his team mates, whilst still lying on the ground, and after another shot of the crowd, returned again, and then cut to the bench just as Sheringham picked up the bottle in order to give Gazza a second soaking! It was only after the game that footage emerged of the full celebration, filmed from the side of the goal.

Argentina go through and England go out! David Batty, well, it's a tough thing for anybody to have done. The England players go to him and, well, the Argentinians know that they've, well, in a way, been to hell and back, because they should have won, with ten men, right through 74, 75 minutes, and England, who've battled, and battled, and battled, so manfully, in the end are beaten on the penalty shootout.
